Сажетак: Reliability and operation cost evaluation of bulk power systems is based on simplified models, which are applied within independent Monte Carlo simulations. The minimum load curtailment model is most widely used, and it enables analysis of a single-stage time period. However, there are many situations when the overloads can not be eliminated so quickly, because the required time span for the system operator's action need to be longer. Then, a general multi-stage model is necessary, in order to take into account emergency non-spinning units, normal and emergency levels of the thermal protection of transmission lines, generation rescheduling and load curtailment. Modeling of this problem can be solved with the aid of the overload rotation model. The mixed-integer linear programming formulation of this model is proposed in this paper. Numerical results are obtained by using the 39-node IEEE test system.
