Abstract: The paper focuses on the project of replacement of district heating plant (HP Doboj) with the so-called combined cycles of simultaneous production (co-generation) of useful mechanical operations, i.e. electric energy on the one hand and heat energy on the other hand in heat and power plants (CHP Doboj). This would enable saving of primary energy in comparison to separated production of heat and electricity. This would also help increase its operation time and at the same time its buildings would undergo necessary refurbishment. The economic-financial evaluation of the project of CHP Doboj shows that there are relevant economic parameters for further elaboration and continuation with high processing level designs. The evaluation did not take into account the expected benefits related to the generation of combined production, i.e. higher energy efficiency compared to that produced by the present condensation thermal plants in Bosnia and Herzegovina. Combined plants certainly represent one of the factors of sustainable development, but they also imply provision of certain incentives from both the state and the European banking systems.
