Abstract: © 2017 IEEE. The paper proposes a power system state estimation algorithm in the presence of irregular sensor sampling and random communication delays. Our state estimator incorporates Phasor Measurement Units (PMU) and SCADA measurements. We use an Extended Kalman filter based algorithm for time alignment of measurements and state variables. Time stamps are assumed for PMU, SCADA and state estimation. Application of the proposed algorithm is illustrated for hourly/daily load/generation variations on two test examples: 14-bus and 118-bus.
