Abstract: During the period of global economic crisis, unemployment is a major problem and challenge faced by the economy of many countries. It is necessary to give full attention to finding opportunities to solve the unemployment problem, since it destabilizes the economy, creates social insecurity and threaten the development of society. National Employment Service has a key role in creating the overall strategy for employment in the whole country. The purpose of research of this paper is to analyze the functions of human resource management in the National Employment Service of the Republic of Serbia. Therefore, it is first necessary to define concepts of strategic human resource management, as well as its components and characteristics. Furthermore, it is necessary to define and analyze the overall function of Human Resource Management in the National Employment Service, in order to discover its advantages and disadvantages. It is necessary to identify the importance and role of strategic human resource management in the National Employment Service, to analyze the impact that it and its components have on the unemployed, as well as develop new ways of organizing some of its functions in order to improve efficiency. The study research should show that creating the efficient business strategy at National employment service is of an extreme importance to reduce the unemployment in the Republic of Serbia. One of the most important aspects of the strategy of human resource management, the professional training of unemployed persons will be thoroughly investigated and analyzed by pole of the attendants of the trainings of National employment service. Results should give the new direction of organising different forms of professional development for unemployed people with the goal of gaining better business competences and skills that will increase their value at labour market.
