Abstract: The part of the province of Vojvodina that is a plain is characterized by relatively favourable soils, climate and hydrology. However, during the course of the last two centuries extensive measures have been undertaken to protect the land from flooding, along with the development of a system for irrigation. These measures enable the soil-water-air regime to be closely regulated for agriculture and for the development of the region as a whole. However, in recent years it has become more and more evident that within the present water management system, insufficient account is taken of, and use made of, the interrelationships within the water system. This paper is a review of the natural characteristics of area and the numerous practical problems which have developed as the size of the water engineering projects for flood protection, drainage and irrigation have grown.
