Title: Stvaranje materijalne osnove nove turisticke destinacije

Abstract: <p>Aktuelni problemi razvoja turizma kako u teorijskom pristupu tako i u praksi su mnogobrojni. Opredeljenje za navedenu temu je upravo stvaranje mnogih novih turističkih destinacija bez prethodnog sagledavanja njihovih realnih potencijala i mogućnosti za prihvat povećanog turističkog prometa. Prethodno istaknuti propusti dovode do niza konfliktnih situacija koje se ne mogu naknadno re&scaron;avati, već ih planski moramo sgledati i predvideti u toku stvaranja materijalne osnove. Komparativna analiza brojnih naučnoistraživačkih radova iz oblasti turizma ukazuje da je nezaobilazan preduslov i element razvoja turizma, izgrađena materijalna osnova &ndash; infrastruktura (pr. Alpe i Pirineji). Infrastruktura je često spominjana kao ograničenje organizovanja turističke ponude, posebno u novim turističkim destinacijama. Materijalna osnova turizma, uz geografski prostor i čoveka, predstavlja treći element bez koga nije moguće razvijati turizam. Vi&scaron;estruko uslovljena materijalna osnova sačinjava osnovni faktor realizacije turističkog kretanja i boravka ljudi u svim sredinama &scaron;irom sveta. Turistička potražnja postoji u svim razvijenim zemljama sveta, ali ne i ponuda, ili bar ne takva koja svojim prirodno-geografskim kompleksom, kulturno-istorijskim nasleđem i izgrađenom materijalnom osnovom priuža osnove za boravi&scaron;ni turizam. staro drevno pravilo &quot;da uvek odlučuje onaj ko ima vlast, a vlast je tamo gde je kapital&quot;, danas, ulaskom u XXI vek, postaje pravilo, formula procesa globalizacije. Finansijski centri moći diktirajući promene međunarodnih ekonomskih odnosa, pretvaraju turizam u specifičan svetski pokret ne dozvoljavajući vi&scaron;e pojedinim zemljama da samostalno kreiraju politiku razvoja turizma.</p>
<p>Current theoretical as well as practical problems of development of tourism are numerous. The chosen topic is precisely construction of new tourist destinations without prior determination of their real potentials and possibilities for accepting larger tourist travel and accommodation. Previously mentioned mistakes lead to many conflict situations which cannot be solved subsequently, but viewed and planned while establishing material base. Comparative analyses of numerous researches frioom this field of tourism indicates that obligatory precondition and element of developing of the tourism (tourism supply) is developed infrastructure (ex. Alps and Pirinei). Infrastructure is usually referred to as organizing limitation of tourism supply, specially in terms of the new tourist destinations. The material base of tourism, with geographical space and man, represents the third element without wich it is impossible to develop tourism. Multiply conditioned material base constitutes a basic factor for the realisation of the tourist movement and sojourn of people all over the world. Tourist demand existes in all the developed countries of the world, but offer does not, or, at least, not the kind of offer which, with its natural geographical complex, cultural and historic inheritance and tourist suprastructure of the material base, provides grounds for residential tourism. The ancient rule that &quot;the one who has power makes decisions, and power is where the capital is&quot; has become the rule, formula of the globalization process at the dawn of the XXI century. The financial world centers of power, by dictating the changes in the international economic relationships, turn tourism into a specific world movement and do not allow individual countries to create their national tourism development policy independently.</p>
