Abstract: Carrying out the railway reforms in and out of the EU is conducted by different dynamics causing different levels of national reforms. The different levels of reforms have an influence on the railway market establishment and its liberalisation. The EU institutions' tendency is to synchronise the process of railway reforms. The initial point of synchronisation is the railway reform evaluation. The paper presents a model of railway reform evaluation process using fuzzy logic. The input variables are: preparation for the railway reform, criteria fulfilment for the railway reforms and the number of railway operators on the market and the output variable is an evaluation of the countries' railway reforms. © 2009 Springer Berlin Heidelberg.
